After & before school and school holiday programs are not legislated at all.
That means that there are no rules whatsoever in who sets one up, where it is run, how many adults are needed to look after the kids, and who may look after them. Your child could be in the care of someone who has been to jail and there is no legislative body that can do a thing about it.

It now ranks about 25th out of the 35 members. Oh well, we're still better off than Mexicans.
